Dick, this sounds like a problem with the ODE setup.  You need to edit the
/etc/group file on the system where you're doing the ODE work to either have
devbld and devrcs be in group staff, or you need to be using YP to gather
the group memberships (that is, you need a "+:" at the end of the group
file).  Of course, if this is on wasted (where your home directory is) then
you can't edit the files, someone else has to make sure ODE is installed OK.

What system are you trying to do this on?  On the tcdenali system, as an
example, /etc/group has these lines:

staff:*:10:tpb,ericr,sward,holstein,devbld,devrcs

and 

devode:*:177:devrcs,devbld

If it's on wasted, it looks to me like it's not set up correctly for ODE.
And the YP database doesn't seem to have devode or devrcs in group staff:

If he's trying to check a file out of one of the USG pools, then odds are
isn't in the check-out/check-in ACL file in the RCS pool.  If he needs to
get added, his supervisor/sponsor needs to send the request to either reng
or the project leader of the release that he's working on with his 
Principal_Name that is to be added....
