This has happened before. When I build I get numbered error messages from cfe 
instead of the usual text string. I looked in 
/share/cia/build/ptos.dsk1/ptos.2wk/tools/alpha_OSF1/alpha/acc/usr/ccs/lib/cmplrs
/cc and noticed the following:

-rw-r-----   1 8887     10         43400 Dec 16 13:24 err.english.cc

If the mode is changed to 644 it fixes the problem. Could you do that please?
