as root or devrcs on the rcshost:
rlog $RCS/foo.c
note rev to be undefuncted, say 1.1.1.2
rcs -sExp:1.1.1.2 $RCS/foo.c
rlog $RCS/foo.c
verify that the undefunct worked, i.e. that the state of the file changed from
'defunct' to 'Exp'
