When I try to check out certain files from the decx11 tree, an empty file
is checked out instead:

workon_decx11> bco CSTextInP.h

[ ./motif/lib/DXm/CSTextInP.h ]
[ ./motif/lib/DXm/CSTextInP.h Rev 1.1.9.1 checked out locked ]

workon_decx11> ls -l CSTextInP.h
-rw-r--r--   1 june     wsg            0 Jan 31 10:04 CSTextInP.h

Nightly would have given you the correct version, now the submit tree should 
as well. Try again. You ought to get 1.1.8.2.

I'm now backed against nightly, and I still get 1.1.9.1, only the file is no longer
empty.  Is something still messed up?

No, that number reflects your new private branch, but the CONTENTS, and the 
last submission should be 1.1.8.2.
