Hi Josh,
I'll try to look at this closer tomorrow to see if there is a
short-term workaround. However, from initial observation, it appears
that the real solution is to update the timezone files with the latest
PD sources (they now have India timezones as well as many others).
Based on the number of changes to the package, the job of updating our
timezone tools, libc code & data with the latest PD sources looks like
a big hairy monster. However, the need for this keeps tapping me on
the shoulder (QARs & such), so its something I need to start planning
for.

Hi all,
It seems the kerberos problem is solved here in India.
Here is the brief summary of what I did in this regard.
Digital's standard installation does not provide for Indian timezone
selection. Hence I was running the system with timezone set to EST but with time
set to local time. Since we are 10.30 hours ahead of EST, kerberos server must
have found this time ahead of its own time and hence the error.
In directory /etc/zoneinfo/sources, there is a source file to create
timezones in Asia. I added IST info to this file and created a timezone file
using zic. Now I get the time in IST and still UTC time of system remains in
sync with rest of the world.
I did an experiment of checking out and checking in the source both with
kerberos ticket as well as without the ticket. It worked in first instance and
failed in second.
This proves that kerberos problem is solved.

Network is performing excellently. Even beyond my expectations.
Normally it can push about 6K/sec of data.(as shown by ftp).
sup's complete within reasonable time.
Mind you, however, our's is the only traffic on this link.
So far so good.
