Pete,
There's a good chance the logs/kxct.conf and src/kxct.conf are links to files
owned by devbld, and your sandbox is owned by someone else. Replace each of
these links with real files, and make the owners that of the shared sb. Note
that while the names are the same of these files the contents aren't.

Josh,
I'm trying to submit to the shared sandbox I set up. I can bco/bcreate and
then bci, but bsubmit gives the following error:
kxct: Invalid kxct config:
/usr/projects/netode2/atm/sandbox/atm/logs/kxct.conf
read failed: Error 0
Any suggestions on what I should look for or what I can do to fix this?

More likely it's a problem with one of the kerberos servers listed
in your /etc/krb.conf file.
Try editing it and make it look like this:
ZONE
ZONE kerberos.zk3.dec.com
ZONE kerberos1.zk3.dec.com
ZONE kerberos2.zk3.dec.com
ZONE kerberos3.zk3.dec.com
ZONE kerberos4.zk3.dec.com
ZONE kerberos.zk3.dec.com
ZONE kerberos.zk3.dec.com admin dummy
Permissions and ownership should be:
ll /etc/krb.conf
-rw-r--r-- 1 root system 203 Sep 28 14:49 /etc/krb.conf
