You need to set COMP_TARGET_ROOT to "/"

I have no idea why that bad libc.a gets in the tools
area.

If I'm in a workon session and issue a simple cc command to build an 
executable I get the following error.

I've tried setting the COMP_*_ROOT variables to use a known good library
but that doesn't work. If I get out of the workon and just cd down to
the file(s) I want to compile that does work.

Where does this get set?
