If you have an EXINIT environment variable, add this:
tags=/home/gar/tags
or put an assignment like that in your .exrc file. Just saying "tags"
would only work if you always execute ex/vi while in your home directory.
In this context, vi does not expand the ~, so you can't successfully do
tags=~gar/tags
... this always fails and you get "no tags file".
