There is a HIGH load on buffer right now - about 24.  I believe the level
of submit activity is so high that buffer got wedged. When a submit goes
in, the ode tools lock the pool for exclusive access of the submittor, then 
unlock it. OCCASSIONALLY, when activity is very high, the lock doesn't get
removed. This happened last night and Josh removed it, and it happened again
this morning and I just removed it. I see from the log:

Swap position of TC_LANCE_SLOT and TC_ROM_SLOT.  This keeps
tc_addr_to_name from getting confused by the fact that LANCE
and the (non-existent) ROM now have the same address.
