If it's the submit tree, have you done an odemount agoshw and started a new workon since yesterday when the tree was repointed to V1.3A.prime? If you are backed correctly, $NEW should expand to: AGOSHW;V1_3A_PRIME;alpha_bl012 Even Nightly expands to this now. What tree are you backed by?  If it's the submit tree, have you done
an odemount agoshw and started a new workon since yesterday when the tree
was repointed to V1.3A.prime? 

If you are backed correctly, $NEW should expand to:
 AGOSHW;V1_3A_PRIME;alpha_bl012

Even Nightly expands to this now.

If you don't get this after doing the odemount, try resb'ing your 
sandbox.
