Hi,

I just did 'bci -m"some comment" -all' expecting the comment to provide the
modification comment for those files which had no comment or no headers, but
I was surprised when the comment replaced the existing modification comments
I had written in some files.  Is this really the correct behavior?

This is not expected behavior, and I believe we have a PTT out against this.
If you have existing modification comments, the expected behavior is that 
it leaves those comments alone; but it's not.  It's replacing them with
the -m"some comment" as you observed.  I'll check with Josh to make sure that
there is a PTT report against this.
