The error is caused by not having an updated kxct.conf
Please have them add the following line to the kxct.conf file in their rcs base
directory:
command branch_ci /usr/sde/ode2.0/tools/pmax_ultrix/lib/rcsacl no_acl
./.rcstempXXXXXX
There is a documented procedure for upgrading a project to the 2.0 tools that
will take care of this and other gotcha's. It's documented in section 1.5
(Upgrading Projects to ODE-II V2.0) of the release notes.

This doesn't look like source in either of our rcs pools.
Since its a kxct error, it looks like there is some problem
with the serving machine for the rcs pool you are accessing.
Please contact decwet::ode for more help on resolving
this .

Henry, this rcs file is in fact slightly corrupted; did the version
that you got seem ok?
We're looking into restoring it from backups. In the meantime, I'd
suggest if it's identical to the file in the backing tree, it's ok
but if not, re copy from the backing tree for your editing, and please
don't bci (check-in) until we've corrected the file.
