This not correct. It applies only to binary files, or files
with comment leader set to BIN or NONE.
from you mail message, I could tell that the file bsubmit failed
on, didn't have a usual extension, and therefore its comment
leader should be either BIN or NONE.
and as I mentioned in my previous mail to you, it has
been fixed, and will be provided soon via sup.
