hi josh,

i don't know if you've supped any of the bugfixes for ode2.0.
the list included bcreate, bci, bcs, and bsubmit to address
ptt ode-162 and ode-174.  (ode-00162 was bci -m not properly
cleaning the file if the comment leader is not properly
set therefore causing bsubmit to fail.)

the fix that was put in, works in a very restrictive way.
it breaks with old files (at least 2 years old) that we found
that had comment leader string "$ !" without a trailing space
at the end.

i'm backing out the "fix" and re-opening the ptt.  so until
the real fix, the long workaround (editing the file and 
using bcs -c"# ") will have to be the solution unless the 
comment leader is set correctly to begin with.
