In BL6, wasn't there some type of a doctype that could be used
to produce tab-dividers?
I'm looking for some "thing" that will look at all my <CHAPTER>
tags and produce corresponding tabs/labels that I could attach
to divider sheets in a guidebook.

The LAYERED doctype (DEC internal) had a <begin_tab_divider>
set of tags for producing a 2-column list of names and page
numbers, but the names and page numbers were entered manually.
It was not tied to any specific tags.
