When compiling sections of a document, I want to specify things like putting
the logo on each page, footers, etc., that are normally specified in the
root file. To do this, the conditionals can be used - except, one must
use the conditional switch on the DCL command when compiling sections.
It would be much cleaner if Document had a negative conditional tag, e.g.,
<NOT_CONDITION>, which would start a segment which executes only if the
named condition has NOT been set. This way the use of a command line switch
can be avoided.

| This belongs with the wish for IF THEN ELSE control of conditional
input so that one could say IF NOT condition THEN input ENDIF.
