    Is it safe to say that the master index will reflect the behavior
    of ALL keywords specified with /INDEX?

    The documentation describes the use of the OVERRIDE_MASTER keyword with
    the /INDEX qualifier for local index generation.
    
    Perhaps, it should mention the behavior of OVERRIDE_MASTER (and
    other keywords) with /INDEX when /MASTER_INDEX is specified for 
    master index generation.
    
    In this case, DOCUMENT creates a master index containing both local
    and master indexes.
