I have a document that uses headers (<head1> etc.) (this is a PAC
proposal).
At the beginning of this is a 'memo-style' heading. I'd really
like to use tags such as <memo_to> but they are not in the GENERAL
doctype and, when I use the LETTER doctype, the <head1> tags are
invalid.
Is there a solution?

??? I thought it worked already!!! I just wrote a memo using
<HEAD1> in the MEMO doctype [.local.formats] and it quite nicely
put in the headers and numbers... But of course it only works on
internal Digital memos.
And then I decided I didn't like the numbered headings, and
went to <SUBHEAD1>, and found that worked, too!
Did you want to use this on external memos?
