I got the following error from DOCUMENT, baselevel 8:
%DOC-F-INVALID_VALUE, Can't use GARY:[FELDMAN.PDL.SPEC]SPEC.XREF;
as a file for /PROFILE.
-RMS-E-FNF, file not found
The error is quite correct. However, the value of $SEVERITY after
the command was 1, indicating success. Shouldn't it be 2 or 4?
Also, I believe there are other cases where Document is forced to
stop early but gets the status wrong.

Yes, there is a bug in BL08 where DOCUMENT does not always return
an error status if there is an error. This bug has been fixed
for V1.0. The impact of this bug is seen in many problems where
people are depending upon an error status being returned from
DOCUMENT.
