I've deleted the base note because our system administrator
informs me my problem with <running_title> is a local problem.

Too bad you deleted it, because you pointed out a bug. I did
change <running_title> in ARTICLE, OVERHEADS, and REPORT, but
I missed SOFTWARE.SPECIFICATION (which is what I assumed you must
be using). This is fixed in V1. The changes were
1) using the keyword FIRST_PAGE instead of THIS_PAGE (spec in bl8
still uses THIS_PAGE)
2) fixing so that text with leading 0s didn't mess things up
