1: Would it be possible to add <SIGNATURE_LIST> as a synonym tag
for <SIGNATURES>? I can understand why the MIL-SPEC doctype might
be required to show <SIGNATURE_LIST> but that leaves us with
an inconsistency across the doctypes. And for generator front
ends (like OUTLINE), we now have to special case the FRONT_MATTER
tag based on the target doctype.
2: Same as above for the <SET_APPENDIX_LETTER> and
<SET_APPENDIX_NUMBER> tags. Why can't they be synonyms in the
non-MIL-SPEC doctypes?
3: Page 6, right before section 1.3, it says "The tag will not be
supported ...". Which tag?

whoops.. almost forgot this one.
the <signatures> tag was changed to <signature_list> in MIL-SPEC
because of problems getting LSE to recognize a tag that has
the same name but different numbers of arguments with different
meanings.
when you say you want synonyms, what do you mean, exactly?
"The <mark_deletion> tag will not be supported." was corrected
in the input file to read:
The <tag>(mark_deletion) tag will not be supported.
