I'm not sure how to cross-reference to a section in a Preface.
I can put <HEADx> tags in the Preface and assign symbolic names
to them, and refer to the symbolic names with <REFERENCE> tags,
but in the Preface the header numbers assigned to <HEADx> tags
don't appear in the final output. As a result, I get very nice
"See Section 1" references, but there is nothing to tell the
reader what section 1 is.
Solutions???

See <reference>(foo) in the Preface for an explanation of ...
???
