I've noticed that the GENERAL doctype (at least) sometimes puts
a <HEADx> title at the bottom of a page, and doesn't start the body
text until the next page. I've also seen a table come out so that
the column heads appeared at the bottom of the page, and the entire
table, including a second appearance of the column heads, appeared
on the following page.
Both of these seem like bugs to me.
