I'm posting this for a person in my group. We have both BL06
and the FT version installed on LASSIE, complete with
BASELEVELS.COM which allows us to switch between the two
versions. While attempting to edit and print some overheads
using BL06, a problem was encountered - the file
local_strings.txt was not found and the job was aborted. The
slides were created using BL06. What follows is the note I
received from the person using Document.

Before being able to get slides working using bl6 - I had to do the
following --
copy doc$bl07_root:[local.formats]cup$local_strings.txt
doc$bl06_root:[local.formats]local_strings.txt
copy doc$bl07_root:[local.formats]cup$local_elements.tex
doc$bl06_root:[local.formats]local_elements.tex

nothing to do with overheads. I suspect that something is missing
from BASELEVELS.COM (or, BASELEVELS.COM is defining the logical
names for the local strings file, which you don't want or need).
