Where is the vertical image size declared? (by which I mean the
*total* available area, not that which is left after removing offsets.)
I would like to be able to move the running footers down the page
and give more room over to the text (to fit better on A4 basically).
I tried declaring a different offset for the footer (.5pc instead
of 2pc) but merely succeeded in moving the text upwards rather than
moving the footer downwards! The calculation at the top of the
DTP file shows that the size starts at 46pc but A4 could probably
use 50pc without much problem...

You should increase the \vsize which will make the page longer.

I increased \vsize to 42.5pc and got the result that led to this
topic in the first place! Instead of the bottom of the page moving
down, the body of text moved up over the figure title! The running
footer stayed where it was (on an A4 page, that is far too high
up, about 5cm.)

OK - our fault... we had a glitch or two on Friday which meant that
my changes were not saved.
I changed the \vsize to 52pc (!) and the running footer moved to
the correct place.
