I have a doctype based on SOFT.SPEC that uses the SOFT.SPEC defs for
table of contents.  The final contents file has awkward looking
page numbers:  all the pages that are coded with routine templates are
indented left by 4 or 5 picas, rather than aligned with the "normal" headers
and pages.
