Tried this example from the User's Guide with the OVERHEADS doctype:
<MATH>(a<subscript>(2)<superscript>(n-1))
                               n-1
Got the expected formatting:  a
                               2
Did not get the expected font size.  The "a" and "n" were in itty-bitty 
typeface, while the "1" and the "2" were in small overheads text size.
Tried it with clubsuit; got "normal" size text, about 9 or 10 pt. typeface.  
Too small to be effective for overheads.

    That is correct; the math tag and its output are only available
    in the normal text size.
