The <UNDERLINE> tag breaks lines. We have used it within DISPLAY
to show a cursor position and displayed default:

This worked fine under base level 6, but the line breaks now in
V1.0.

Yes, it is a bug; already found and fixed. The diagnostic messages
that come out are about 'hide' and 'reveal' blocks that are used
in context checking. If you have only a few occurrences of the
<underline> inside monospaced examples, you can ignore the warnings
and the file should process and print correctly.
I will provide an ugly but useful (temporary) workaround if this
is a major problem for anyone.
