The related tag <CONVENTIONS> within the <PREFACE> tag gives a
TAGNOTDEF error while processing. All other related <PREFACE> tags
seem to work.
Is the <PREFACE_SECTION> tag required for this now???

I believe all the tags for headings within the preface have been
changed to <HEAD1>. This holds true for conventions, intended
audience, document structure, etc.

Within the PREFACE, how does <HEAD1> and <PREFACE_SECTION> differ?
In what conditions would you use either?

<HEAD1> provides a subheading within the preface.
<PREFACE_SECTION> begins a major section within the front matter.
For example, you would use PREFACE_SECTION to start something like
"New Features and Technical Changes".
