I was wondering what tools are available for fronteends on a dos pc
and compatible with win 3.1. any information will be helpful.

Assuming by "fronteends" you mean presentation services communicating
with a DB server (client/server), then there are MANY.
Visual Basic is very hot right now. It is simple, it works well with
MS-WINDOWS, etc. VB works best with a Dynamic Link Library (DLL) for
talking to the server. A VB DLL will be part of ACMS Desktop. A
Digital Services group in the Carolina's has developed a sample VB DLL
that works with SQL/SERVICES.
I've also heard lots of good comments about Neuron ODI, although I
think (no direct experience) it is an application generator. I believe
that Neuron/ACMS Desktop scenario is also viable. The good thing about
Neuron is that it supports clients in multiple platforms (Windows,
Unix, etc.).
There are others. I'm am only vaguely familiar with this area, but am
trying to learn. Good luck!

What type of frontends are you looking for? There are a number of
end-user tools that run under Windows:
-DECQuery (Digital)
-DECReport (Digital)
-Q+E (Microsoft)
-Excel (Microsoft)
I'm sure there are others...
