    compliant with the ANSI SPARC standard for database design."
    
    Forgive my ignorance, but what is the ANSI SPARC standard for database
    design?

	The 3-Schema Model, also known as the ANSI/SPARC 3-Schema Model, was developed about 1975 and is a conceptual model of a database schema.
