Note 106.0 Oracle upgrade policy & pricing information needed No replies

I was wondering if anyone could help with information regarding
the ORACLE version upgrade policy, both for customers on a
service maintenance contract and customers without such a contract?
Specifically,
1) Are upgrades free if a customer is on a contract, and if they
are not what is the cost of the upgrade?
2) If a customer is not on a contract, is there a cost for an
version upgrade, and how much is that cost?
I am also looking for similar information on ASK/Ingres, Informix,
and Sybase.
If it were possible to ask these questions of customers that have
recently upgraded I would be indebted.
Thanks,
Chuck
