I have just reviewed an RFP for the Navy entitled "Acquisition of
Relational Data Base Management System for the Navy Data Automation
Command" (ADPSO Project 03581) (Solicitation N66032-88-R-0001)
This RFP requests a relational database for the next 12 years! A
summary of major requested features are as follows:
- must be Unix (Posix) compliant.
- must run on mainframes, minis, super-micros, and PC's.
- must comply with FIPS PUB 127 "Database Language SQL".
- must have a report generator. (Many attributes specified).
- must have a SQL that supports interfaces with FORTRAN, C and COBOL.
- have an active data dictionary that "shall be an integral part
of the RDBMS product, not a free standing, optional add-on". (Note:
I don't think anyone can do this!).
The concern that I have is that I am seeing an entrenchment of Oracle
in Air Force programs and the primes are being directed to procure
their database system as a part of Air Force RFP responses. I fear that
this disease may be spreading to the Navy too!
