| Yes, Richard, this is (yet) another manifestation of 'change bars are
a real pain, er, problem.' problem. The reason for the gaps is because
tex thinks all those chunks are pages and the change bars are breaking
across the page boundaries. This can, and will, be fixed at some future
date.

That's what I thought, but it still seems a bit odd when you realize
that we are only talking about fifteen lines of text altogether, and
like I say, the breaks are not only between the subheads, they are
between lines and para's too. Like this:
| Beginning of changebar somewhere up here
| TITLE BLURB
| First line first para
| second line first para
Para about something else
| still only two lines long
Last para in the section
| two lines long would you believe
| NEW TITLE (SUBHEAD AGAIN)
| Here we go again
| end of first para
Second para
| second line
Last para
| last line
NEXT (UN-BARED) TITLE
Un-bared para strarts here...
It certainly makes what the changebar is flagging a tad ambiguous!

| The <P> tag creates a new chunk which maps to what Tex calls a page so
at the end of the paragraph/chunk/page you get the break in the bar.

paragraph?
Sorry to thrash this out so, but I know my engineer will ask me the

| That part's a bug; for online the paragraphs get shifted up but the
change bars didn't. This'll get fixed in the next version(NOT V12B).
