I believe the tag you're looking for is the <QUOTE> tag. It is used to
enclose text in the nice typesetters double quotes.

I don't belive the <quote> tag produces just the *right* set of
curly quotes. Does the tag work differently in online?

| The tag works *exactly* the same online and for hardcopy. Any
differences you see between the online and hardcopy output (and
they are slight, in my opinion) are due to the differences between
the online and hardcopy fonts (which are due largely to differences
in the resolutions of the devices).

You use <quote> with an argument, to _enclose_ he argument with
quotation marks at both ends. The <quote> tag takes care of both ends,
and you don't use any additional tags for this effect.
i.e., <quote>(The quality of mercy is not strained) gives you
"The quality of mercy is not strained" with pretty quotation marks.
