    Is it possible to have "informal" figures in an online document?
    If so, can they be embedded in the text of the topic, or do they
    have to be used in conjunction with <ONLINE_POPUP> to bring the
    figure up in its own popup window?

    Yes. Inline, informal figures do not have to be used in conjunction
    with the <online_popup> tags. There are some caveats, however: if
    the inline figure is wider than 34 picas, part of it will be outside
    the window. In this case, a horizontal scroll bar will appear and
    you can navigate the figure with it but a lot of people find this
    awkward. In addition, very complex RAGS drawings sometimes take
    a long time to paint; they take just as long as popups, but at least
    the flow of the text is not interrupted. I think this is one of
    those areas where you may want to do some experimentation to see
    whether a figure or figures work best as popups or as formal figures
    or as inline figures.
