    The Bookreader bookbuilder accepts figure files in one of two formats:
    RAGS metafiles or FSE binary.  It is not necessary to speicify which
    you are providing; the bookbuilder examines the file header and acts
    accordingly.
    
    RAGS metafiles come from RAGS.  They are a private (to RAGS and the
    bookreader), revisable format.  The bookbuilder runs them through a
    converter and builds the resulting screen image into the Bookreader
    file.
    
    FSE binary is an obscure format that is generated by RAGS and also by
    UTOX, a DECwindows screen capture utility.  (See the conference at 
    CLT::UTOX.)  Since UTOX can generate FSE binary, it provides a means
    for incorporating images captured directly from the screen into a
    Bookreader file.
