When a new account is created, it is set up with the CAPTIVE flag
enabled. This practice will have to cease when VMS 5.2 arrives.
In 5.2, the INQUIRE verb is disabled in CAPTIVE accounts. When
INQUIRE is used in a captive account the process gets logged out.
This is obviously not satisfactory on development machines!!!
