VULCAN doesn't have a full standalone backup taken at present, so
files which are open at backup time are not being saved.
To bring it in line with the rest of the VAXES I am proposing that
VULCAN be shut down at 6pm one evening each week, say Friday, to
do a full standalone backup to tape.
