From what I remember DECsicon was a software/hardware solution using a
VAX and a KXJ11 RSX-11S coprocessor, which was done by CSS Munich. I
don't believe this is sold any more.
There is some software in the European ASSETS library ($ VTX
ASSETS_EUROPE). Look under B for BASEstar 3964 DAS, D for DUST and V
for VAX Simatic where you can get hold of the descriptions and the
software. This is all for VAX/VMS.
There is also a 3964 example DAS included in the BASEstar ULTRIX kit.
BASEstar is a product and the SPD's for VMS and ULTRIX are in the $ VTX
SPD database.
Most of the above software has been written for communicating to
manufacturing devices like Programmable Logic Controllers, so it may
not directly meet your needs for computer-to-computer communication.

first version of DUST3964/VMS has been developed 1984 at Cologne in Germany
and is a software solution, which implements the line protocol DUST3964 [R]
defined by SIEMENS. There are lots (100+) of installations but i do'nt know
exactly how many SIMATCs, MMC216, SICOMP R30, SICOMP M25..M80 and TELEPERM
systems are running with DUST3964/VMS, because customers are allowed to
start it as often as they need an a single CPU without our knowledge.
DUST3964/VMS uses the standard VMS terminal handler and runs in
combination with each terminal device, which is able to support 8 bit
and parity [R]:
terminal multiplexers like DHV11, CXY03 ... DHU11
terminal servers like DS100 ...
line multiplexers are NOT supported (timeing of DUST3964 !)
The DUST3964 process only connects to one line, but you can start
the image as often as your application needs.
The package has been in the former German ASSETS Library but after
the move to EADC we should rewrite the documentation, but without
money we can't work. So we sell DUST3964/VMS from Cologne or
copy it to other locations.
Regards
Wolfgang
