As I said in .0 I still have not investigated the whole problem, so the
picture is incomplete.

Problem statement (still in words of customer) is:
This configuration is working fine while the telephone line is a common
switched line.
If they change to a leased line (this is a point to point (let's say permanent)
telephone (not PSDN) line) and don't change anything, this stops working. The
message is that the DTE is busy.
My initial guess is that the customer has done something wrong with the setup.
Before looking into the system I read the SPD and find:

>PSDN. For connecting local systems X.25 (PSDN as well as modem-eliminators) as

As I'm not using neither PSDN nor modem-eliminator, I have a strong doubt
wether my configuration is supported or not.
So my question is: is this supported?
If it is, I'll go ahead and obtain the whole picture, traces, error messages,
etc.

I hope you have FTSIE V1.4E and VOTS V2.0B with OCT 91 Fix kit? ;-)

If you're talking about the DTE being busy than I assume everything is
hunky-dory on Level2.
The fact that you mention leased line as opposed to switched makes me think
that the customer may want to use PVC's. If that's the case the answer is NO it
will not work as VOTS does not support PVC's.
To the question is it supported or not, I would take the approach and say that
VAX/FTSIE supports the common denominator between what Siemens/S.N.I. VOTS and
VAX P.S.I. supports. If VAX P.S.I and VOTS work as they should then VAX/FTSIE
should work as well and hence it should be supported - but I'm not the Product
Manager ;-}.
So I would tend to agree with your statement
