There still seems to be a problem with multiple parallel connections
over a LAN with VOTS V2.0 including the VOTS FIX kit from the 23.03.1989 and 
the standard parameter settings.

e.g. AK_WITHHOLD_TIMER = 1 sec

Problem description:
====================
For example 2 or more File transfer connections running in parrallel.
One of the TC's seems to run OK the other(s) has delays in the output of data.

If you observe the behaviour do:

OSITCP>sh known TC

Look at the values of ESTIMATED_DELAY (in ms). The value for the connection
which seems to hold back data tends rise and fall in the region of
20000/30000 ms (that's what I've seen).

Workaround:
===========
If you only have connections over a LAN you can set the AK_WITHOLD_TIMER to 0.
The problems should disappear and the value of ESTIMATED_DELAY should drop
to well below 100 ms. You can also set DELAY_WEIGHT to 0 so that VOTS only
uses the last actual round-trip-times to calculate ESTIMATED_DELAY.

Has anyone else seen these problems?
