    Here's a good way to use up the tax-payer/community-charge payer's
    money.
    
    It's called the Community Charge "Rolling Canvas"
    
    Yes folks, as I found out today, we ALL have to register AGAIN,
    so that B&DBC can check the accuracy of their register.
    
    Not just a sample percentage of residents. 
    
    Not a check against the Electoral-Roll " We haven't got the computer 
    facilities to do that - Sir". (Maybe a case for a sales lead, eh !!)
    
    I guess they are doing it in alphabetical order, so expect your
    forms CCR01/CCR01A/CCR02B to drop thro the letter box soon.
    
    One thing I did find out, 90% of residents are paying up. Maybe this 
    is just as well, considering the cost of this exercise every year.

I got mine this morning.  I carefully blacked out part of the barcode
they printed on it before returning it.  This may cause some fun.

I am having some other fun with the poll tax.  I closed the bank account
that they used to abstract the funds from so had to ask then for a new
direct debit form.  This was duly filled in and returned, then a few days
later I received a second copy of the bill together with a screed about
all the different ways I could pay.  When I phoned them I was advised
that while they knew what was happening, the computer couldn't handle it
sensibly so I should ignore the second bill.

	What's so odd about compiling the register again ?
	They've been doing the same for the Electoral register for years.
	Every year they pay some of the council workers some extra money 
	to make sure that everybody lives where the council think they do,
	even if there are no elections.

    One might hope that in these days of computer technology, that they
    just might be able to cross reference one register with the other 
    and do the job just once.
    
    The only problem with this might be that some council workers don't 
    get extra money. But there again, the community charge or its 
    replacement, might be a little lower.
    
    Wishful thinking maybe ???

The council _does_ cross reference the electoral role with the Poll Tax 
register. I have a letter from Basingstoke and Dean council asking why I am on 
one and not the other...

	(Orwell, 1984, Big Brother, etc etc...)
