General Objective: 

To provide on-going information on the technical components of the Transfer 
Pricing Administration System Project, TPAS.

Objective of this Update: 

To provide information regarding: project, project's organization, technical 
communications strategy and location of key documents, the project's key 
deliverables timetable, and upcoming requests or activity.

Brief Project Description:

The TPAS project was initiated to bring consistency to Digital's Intercompany 
Transfer Pricing by providing a common source of transfer pricing data
and transfer pricing rules to sites worldwide. TPAS should reduce the 
time, adminstrivia and effort associated with making software changes to many 
dispersed appplications with embedded transfer logic whenever a change is made 
in the transfer pricing rules. As a result of this project, Corporate Tax can 
essentially change pricing rules overnight.

The system allows transfer pricing changes to be driven by changes to a 
pricing and discount table maintained by Corporate Tax personnel.  Pricing 
logic embedded in a client/server routine and used locally against an APPIX 
extract file would return to the calling local program, the transfer price 
as well as a number of variables used in its derivation.  In the case
where a standard cost was required but was not available on the local APPIX
extract, the module would reference the site's local parts file for a 
standard cost.  

A set of exception tables and the software to maintain them locally would be 
provided to the sites to handle those situations in which an entry to the 
discount or pricing tables were missing.

Notification would be automatically made to either Manfacturing Cost Accounting 
or Corporate Tax, as appropriate, whenever reference was made to a site's local 
standard cost or an update made to an exception table.
 
A stockoom/plant table, distributed with the discount and pricing tables,
would be referenced during transfer price calculation to ensure that only 
authorized sites and stockrooms had access to the transfer pricing module.
  
The transfer pricing calculation module (both client and server) would be 
available in VMS installing kit format as would the APPIX nightly extract 
process, AMPS2.  Additionally, remote inquiry would be provided back to 
the centrally maintained files.


Project Organization:

A Client steering committee, chaired by Eamonn Fahy, wrote the Functional 
Specification and oversaw its publication.  This body is responsible for the 
implementation of TPAS on an enterprise-wide scale.

Enterprise Project Coordination is provided by Margaret Rosene from the 
Corporate Manufacturing & Logistics IM&T Organization. John Firmani is providing 
Corporate Tax IM&T project leadership in developing the transaction system 
software for the TPAS Tax tables.  Lois Magni is providing 
technical leadership in the development of the TPAS tables and 
the transfer pricing calculation and inquiry modules. Area coordination is 
provided in Europe by Miller Donaldson;GIA by a coordinator to be announced. 
Within each of the phase one implementation sites, a project team has been 
established;each comprised of appropriate finance, export, business and IM&T 
personnel.

Technical Communications Strategy

Several communication vehicles have been established.  Project schedules
will be coordinated by each Area Coordinator and a master schedule 
maintained by Margaret Rosene.  Business communications will be handled 
through Eamonn Fahy.  Technical communications will be handled through 
either electronic-mail to project leaders and area coordinators or an 
informational update, such as this one.

A public area has been set up:  AWARD::TPAS$PUBLIC  This area currently contains 
both postscript and text documents relavent to a graphic system overview, the 
functional specification, the preliminary analysis, and the functional design.

In addition, a public notes conference has been established to encourage not 
only the dissimination of project information, but to provide a forum for the 
project team members to share information among themselves.  This notes file is 
public.  Add the conference to your notes by adding an AWARD::TPAS entry.


Project Deliverables:

The project plan is in the process of being put together based on input
from Corporate Tax IM&T, Corporate Manufacturing & Logistics, and the local 
project teams working through their area coordinators.  However, the key 
deliverables include:

Corporate Tax: Transaction System to create pricing and discount tables

Corporate Manufacturing & Logistics IM&T: Transfer Pricing Calculation Module, 
Pricing and Discount and Plant Mnemonic/Stockroom table warehousing and 
distribution.  Software for updating local exceptions tables.

   Target delivery dates
   Logic module with dummy pricing tables End July. 
   Warehouse environment for TPAS tables  End August

   Remote Inquiry                         October
 
Local Project Teams: installation of TPAS install kit, modification of 
appropriate applications to incorporate TPAS pricing logic calls.

These dates are tentative until we have been able to work with all the 
sites and understand their development, implementation, and testing 
strategies.  It is worth emphasizing that this is a collaborative project 
and that we will all learn from one another.  Suggestions and comments are
indeed welcome.

Next Communication

We will send another update at the end of next week.  This update will include 
more specific design information and information regarding the stockroom tables. 
Please let us know what issues you would like to have addressed in the 
forthcoming update.

In the meantime

We would like to encourage the IM&T teams to pull a copy of the Functional 
Design and System Overview document from AWARD::TPAS$PUBLIC.  We believe these 
documents will be extremely helpful in assessing the work involved in modifying 
local applications to support TPAS processing.

Finally, we will be sending out stockroom table print files to the 
implementation team in the coming week, requesting assistance in their 
correction.

We have received several requests for quick refreshers on how to access
the areas set up for TPAS communications.  Section #1 below addresses
the use of the TPAS Public Area.  Section #2 below addresses the use of
the TPAS NOTES File.

Section #1 - TPAS Public Area
-----------------------------
To do a directory of the TPAS Public area, type :

	$ DIR AWARD::TPAS$PUBLIC:*.*

This area contains all TPAS specifications and other related documentation
files in text and postscript format. Currently it contains the following 
files :

FUNC-DESIGN.PS;1	FUNC-DESIGN.TXT;1	FUNC-SPEC-ADDENDUM.PS;1
FUNC-SPEC.TXT;2		OVERVIEW.PS;2		PRELIM-ANALYSIS.PS;1

To obtain the files, log into your own VAX account and type one of the 
following commands at the DCL prompt subsituting 'file_name.ext' for
the actual filename that you want:

  $ COPY AWARD::TPAS$PUBLIC:file_name.ext *.*

		or

  $ SPOOL COPY AWARD:TPAS$PUBLIC:file_name.ext *.*

The SPOOL command works in batch so that your terminal is not tied up.
Your local system must have FTSV installed to use it.

Section #2 - TPAS NOTES File

The NOTES file contains topics relating to NOTES files in general and the
TPAS Project, such as VAX Notes Overview, News Updates, Business Issues,
Feedback on the TPAS Functional and Physical Design, Introduce your
organization/site and personnel, and Layered Software used in TPAS development.

The following is a summary of commands to use when accessing the TPAS NOTES 
Conference.  For more information on VAX Notes, read note #4, VAX Notes
Overview, in the TPAS Notes File.

1) To invoke VAX Notes, type :

   $ NOTES

2) To get help on VAX Notes commands, type :

   NOTES> HELP

   To exit help, press the CTRL and Z keys on the keyboard at the same
   time.

3) To add the TPAS conference to your notebook, type :

   NOTES> ADD ENTRY AWARD::TPAS

4) To open the TPAS conference, type :

   NOTES> OPEN TPAS

5) To see a listing/directory of all topics in the conference, type :

   To see next screen full of topics in the conference, press RETURN.

that they are used in, and how they are applied in the Logic Module.  It is
important that each site understand what the rules are and how they are
used in the TPAS System before site testing begins.

TPAS Database Search Criteria
-----------------------------

    Attachment #2 of this memo for instructions on how to retrieve a copy

Key to reading the tables in Attachment #1 of this memo :
----------------------------------------------------------

	Exact Match = field value in a record in the appropriate table
		      must match exactly the field value for which the 
		      program is searching

	*** Match   = "wild card match"; field to be matched is three (3)
		      characters and the program will accept any valid 
		      value for this field as a match

	** Match    = "wild card match"; field to be matched is two (2)
		      characters and the program will accept any valid
		      value for this field as a match

		Pricing Table Rules
		-------------------
  Each rule represents conditions that must be met in order to match the 
  inputted part number and its related data field values with a record 
  in the table being searched.  

  If all conditions of a rule currently being used by the program logic
  are not met, the program uses the next rule listed in the priority
  sequence as the search criteria.  The program continues searching until 
  a match is found.
 
  Rule #1 conditions : 
	a) same part number (2-5-2) as the inputted part number  AND
	b) effectivity date less than or equal to the date that 
	   the program is doing the search  AND
	c) effectivity end date is greater than the date that the
	   program is doing the search OR is blank

  Rule #2 conditions :
	a) same part class (first 2 characters of 2-5-2 format) as 
	   inputted part number  AND
	b) same part type as part type of inputted part number  AND
        c) effectivity date less than or equal to the date that
           the program is doing the search  AND
        d) effectivity end date is greater than the date that the
           program is doing the search OR is blank

  Rule #3 conditions :
        a) same part class as inputted part number  AND

           program is doing the search OR is blank

	will be returned. When a match is found, the standard cost uplift
	and MLP discount percent will be returned and used to calculate
	the transfer price.

              The TPAS database will contain discount, pricing and transfer
              area data. The former two are used to calculate the trans-
              fer price and will be found in the database via the following

  The IM&T Achievement Awards Committee is pleased to inform you that your 
  submission -- "Transfer Pricing Administration System"-- was selected for an 
  "Honorable Mention" IM&T Achievement Award for 1993. Your project placed 
  fifth in a field of 18 entries. 
  
  Our congratulations to the principal contributors to this project and their 
  respective organizations.
  
  The Awards:
  
  Each of the organizations will be presented with a plaque and each team 
  member will receive a framed certificate. These will be sent sometime next 
  month to the IM&T MC sponsor who will make the presentations at a date 
  convenient to all.
  
  Publicity:
  
  Announcements will be sent to LIVEWIRE (Worldwide); a condensed version of 
  the submission will be placed in the IM&T VTX infobase; a special 'awards' 
  issue of the newsletter "IM&T Directions" will be published next month. You 
  are also encouraged to publicize the achievement among your organization and 
  geographies so that others may benefit from your experiences.
