Does Interleaf allow you to specify a word-by-word sort for indexes?
I've seen some books that have indexes sorted letter-by-letter.

Volume 4, Document Management, Pages 74-91. The following information was
copied from Page 86:
In an index document, headings at each level are first sorted by initial
character into the following classes: hard spaces, symbols, numbers, and
letters. Letters are sorted in alphabetical order with word precedence.
Word precedence varies from language to language. Any index you create will
follow the alphabetical ordering for the language dictionary you have
selected. Word precedence means that an index heading consisting of two
words, such as Document Windows, comes before a single word that begins
with the first word, such as Documentation.
Within a group of entries beginning with the same letter, all entries
beginning with an upper-case letter come before all entries beginning with
a lower case of the same letter.
The default sort string for any text in Levels 1 through 6 is the text
itself minus any ASCII markup. If you want to ignore word breaks in sorting
or if you have other special sorting requirements, you can enter custom
sort strings on the Custom sheet. ...
