PROBLEM: 
    
    Part way through a chapter all margin values for all  subsequent
    components became set to 0. Changing the prop sheet to the  correct
    values and doing a global apply changed it on the screen. However, 
    when the file was closed and then reopen, the values were reset back 
    to 0

    Effectivity control was in effect.

ACTION: 

    Resetting the catalog property sheets did not work. A buried table was 
    found at the point the problem occured. (The table did not display due
    to the effectivity control setting.) Removing the table solved the 
    problem but that was not a satisfactory solution. Interleaf support 
    was called.
    
RESULT: 
    
    This is a know bug -- hiding a table and turning effectivity 
    on changes the margin properties of all following tags.

WORKAROUND: 

    1. Create a one line dummy table (that will not hide when effectivity
    is turned on) on top of the hidden table.  Do not include any rules - do
    not add text.

    2. Set the type size to 6 or smaller and decrease the size of the 
    row component margins.

    3. Adjust the top margin of the following para, head etc to componsate 
    for the extra space if needed.
