Our group got a copy of the DDIS sources (part of CDA toolkit) under a 
non distribution aggrement some time ago.

We have now been asked to give a copy of them to BEA as part of the middleware
"partnership".

How do I find out who is responsible to take this decision and if we are in
violation of any agreements with third parties?

    You might try Alan Rockall or John Giblin at ILO. They were involved
    in the divestiture of CDA.
    
    I'm really puzzled -- any idea why BEA would want an ASN.1 compiler?

They do not want the compiler. 

They want the ASN.1 standard self describing message coding that is used
by the MSG+ API (BusinessBus for SAP R/3 base middleware). 

We picked up the DDIS code as the most portable (and free inside Digital) code
for ASN.1 encoded/decoded messages. 

The self describing messages used with BMQ(DMQ) V4.0 is proprietary.
