If the badge number, date and expense claim number are visible without
opening the envelope, you should be fine. If not, you are in trouble.
The problem comes when/if some organization such as our accounting firm
doing an audit or the IRS checking on some of our business expenses, wants
to verify that your receipts match the electronic expense form. At that
time someone digs through the mountain of envelopes moldering away in
storage somewhere, finds yours and does the comparison. If the two
match, then all is well.
If they don't match, or if they can't find yours, then there is an exception
generated, which could mean we fail an audit or we get some business expenses
disallowed by the IRS, meaning we pay more taxes and penalties. In that
case I have reasonable confidence that the person with the expense report
which caused that problem would be in for an interesting time. :-(
Or, as Clint Eastwood put it, "Well, punk. Do ya feel lucky?"

who remembers that the one government agency which is still feared
by almost everyone is the IRS, and so goes out of his way to avoid
gaining their attention...
