Hiring freezes thaw as companies
acknowledge understaffing problems.
Only 22% of 476 human-resources executives say they still have a
hiring freeze, down from 30% in 1991, says a new survey by Olsten
Corp., Melville, N.Y. One reason: More executives cite understaffing
problems and increased stress levels on current employees, missed
deadlines and decreased customer service.
Companies cite budget constraints and lack of candidates with
needed skills as the main reasons for understaffing. Shortages are
acute for technical workers in computer businesses and health services
and for skilled production workers.
