ATLANTA, Jan. 24 /PRNewswire/ -- The U.S. Environmental Protection Agency
(EPA) announced its second annual Administrator's Award Program to recognize
excellence in environmental protection.
This year the program will focus on achievements in pollution prevention.
Final awards will be presented in Washington, D.C., by EPA Administrator
William K. Reilly to winners in five categories: citizens, nonprofit
organizations and community groups, businesses and trade organizations,
educational institutions, and governmental agencies.
Program applications from Alabama, Georgia, Florida, Kentucky, North
Carolina, Mississippi, South Carolina and Tennessee must be sent to EPA Region
IV. Applications from other states must be sent to the appropriate EPA
regional office. Each region will submit six finalists in each category to
EPA Headquarters for national competition. Five final awards will be
announced during Earth Day celebrations in April.
Anyone involved in pollution prevention is encouraged to apply. Projects and
programs will be evaluated on these criteria:
-- success in defining environmental needs, meeting pollution prevention
goals, and overall improvements to the quality of air, land and water;
-- use of innovative approaches, techniques and/or technologies;
-- soundness of approach, rationale, scientific design and cost-
effectiveness;
-- duration of program or project and effectiveness in fostering prevention
as the preferred approach over the long term;
-- ability of program or activity to serve as model for other efforts;
-- clarity and effectiveness of application.
Contestants should submit a cover sheet identifying the project, along with
a short summary (no more than four pages), describing the project or program.
Applications and supporting materials must be postmarked by Feb. 13 and sent

| I assume this message went out to all U.S. companies months ago and that
DEC headquarters is already considering whether to submit a project. If not,
we still have time if we move quickly.
This award seems to be focused on a specific project or program, not a com-
pany's overall environmental program. The only DEC project or program I can
think of that has a chance of winning this award is the process we developed
for cleaning circuit boards without using CFC's. This project may have been
submitted for last year's award and, if so, may not be eligible for this year.

| Just a thought,and putting it here.
"DEC-EQUIPMENT END OF LIFE RAW MATERIAL RECYCLE PROGRAM".
This idea really is from the German automobile(car)industry,actually
both from the Volkswagon and Mercedes companies and is already
implemented in their sales program.In simple words it works like this.
Last year's production of both brands are manufactured out of raw
material which can be re-used.This means that the owner/consumer can
return his car to the manufacturer when it has reached it's"end of
life",on which the owner will receive a financial refund or when he
buys a new car,the amount will be subtracted from the sale price.
Both manufacturers also do the same with older models but if they also
collect other brands like for example Nissan,I don't know.
This should be a good idea for dec to implement but as ever,investing
for a better environment today is a mere wish.
At the moment though,our own material scrap(we are the European repair
facility in The Netherlands)goes to a vendor recycle plant.

| I am part of Digital's External Research Program. We have recently put in
place a very large three year program sponsored by Manufacturing for
Computer Scrap Recycling in Germany.
We will be legally required in the future to re-use most of the materials
including packing in the computers we sell.
If you wish to know more about this project, you may find a project description
in SHIRE::EERP_PROPOSALS (KP7 or SELECT) in topic 538.
This project will put Digital WAY ahead of the competition.
